For the Toggle case, the pieces - Action, Command etc are floating around but need to be integrated.
Selection support can handle toggle in its current state.

We have enabled toggling cells, but needs coverage, will close this story when we cover toggling of cells.

The drag is always clearing the selection hence changing the anchor. What we want is to be able to change the size of the selected region by dragging, not to obliterate it.
